  • Identify and prioritize opportunities for organizational growth
  • Discuss the key components of a value proposition
  • Describe the essentials of the NY State DOH MCO QIP (Quality Incentive Program) and relative quality measures and demonstrate how they apply to VBP arrangements
  • Identify opportunities to enhance the quality assurance component of your organization’s value proposition

Keynote Speaker:

Ryan Ashe – NYS Department of Health
Director of Value Based Payment & Healthcare Innovation

Ryan leads the value-based payment efforts for NY’s Medicaid program. He is a passionate champion of healthcare transformation and believes in aligning incentives that support public sector domains to fundamentally improve people’s quality of life. Previously, Ryan advised State governments on major health & human services transformations, including Affordable Care Act implementation and developing integrated service delivery capabilities. He has advised on several issue areas in the NYS Legislature and supported a parliamentary strengthening project for the government of Kenya. He is a former Sergeant in the U.S. Marine Corps, Staff Sergeant in the U. S. Army… and was born and raised in upstate New York.

Erik Eddy, Ph.D.

Erik Eddy is an Professor of Management at Siena College. Erik’s primary teaching areas include strategic planning, human resource management, and organizational development and change. Erik also conducts research on a variety of topics including mentoring, leadership, and team performance. Erik is the Director of the Institute for Leadership Development at Siena.

Erik received a bachelor of business administration from James Madison University in 1990, master degrees in business administration and organizational development from Bowling Green State University in 1993 and a doctor of philosophy from University at Albany (SUNY) in 1997.

Mark Rucci is the VBP Product Manager at SpectraMedix, a healthcare analytics software company whose mission is to help healthcare entities succeed, through innovative data intelligence, under value-based payment programs in the Medicaid, Medicare, and commercial markets.

Mark comes to SpectraMedix with over 35 years of experience providing strategic planning, management, operations, contracting, actuarial, and analytics services to risk-assuming healthcare organizations.

Most recently, Mark served as the President and CEO of Partners In Care, Inc., a New Jersey IPA with 700 member physicians, and its subsidiary, the Partners In Care ACO, where he directly managed a portfolio of ACO and VBP contracts on behalf of 75,000 attributed beneficiaries.

At SpectraMedix, Mark provides vision to the company’s VBP Performance Suite which offers VBP Contract Modeling, Healthcare Analytics, and Cohort Management tools to the Medicaid, Medicare and commercial health care markets.
